What should an HRIS implementation budget include?
A software quote rarely represents the complete cost of making a new HR system work. The employer still needs process decisions, usable data, access rules, testing, approvals, training, and someone who can coordinate the rollout. Some work may be supplied by the vendor, some by internal staff, and some by a consultant.
| Budget layer | Examples to identify | Owner to confirm |
|---|---|---|
| Software and vendor charges | Subscriptions, contracted implementation, modules, and technical services | Software provider and client approver |
| Client-side consulting | Requirements, project coordination, agreed configuration support, testing, and training | Consultant within a written scope |
| Internal participation | Data review, process decisions, payroll checks, approvals, and user testing | Named employer staff |
| Additional remediation | Record cleanup, new integrations, expanded modules, or changed requirements | Assigned and separately scoped where needed |
| Post-launch support | Issue triage, administrator handoff, and defined follow-up coverage | Agreed vendor, consultant, and employer roles |
List each cost once and identify where a vendor quote already covers it. A useful budget exposes overlap and missing ownership rather than simply adding a percentage to the software price.
Holt’s published HRIS consulting prices
| Service | Published fee | Scope distinction |
|---|---|---|
| Needs assessment and selection support | $1,500–$3,000 | Requirements, agreed vendor comparison, demonstrations, and recommendation |
| Implementation readiness | $1,500–$2,500 | Plan, data inventory, process requirements, responsibilities, and readiness checklist |
| Implementation project support | Custom quote | Defined phases, modules, support capacity, milestones, and post-launch coverage |
| Existing HRIS optimization | $1,500–$4,000 | Agreed existing modules and workflows; major cleanup and new integrations are separate |
| Manager and administrator training | Starting at $750 per session | Platform, functions, preparation, duration, and participants confirmed in scope |
These are Holt’s fees, not software prices or industry averages. Software subscriptions and vendor implementation charges are separate. Platform-specific support is confirmed before engagement. Review the current service details for responsibilities and exclusions.
Why two implementations can require different budgets
Compare modules, employee locations, source systems, data condition, workflow complexity, approval paths, integration needs, and internal availability. Adding performance reviews to an established platform is a different project from introducing recruiting, onboarding, timekeeping, payroll, and employee communications together.
Unresolved operating decisions also consume capacity. If leaders have not agreed on timekeeping approvals, leave administration, or reporting definitions, the project may pause for decisions or require rework. Resolve those questions before treating configuration as a purely technical task.
A worked budget example without a false total
Illustrative scenario: an employer separately commissions selection support at $2,000, readiness at $1,750, and one training session quoted at $750. Those defined consulting components total $4,500. That figure does not include implementation project support, subscriptions, vendor charges, integrations, or internal staff time.
If the vendor and consultant already cover some readiness or training work in another scope, remove the duplication before approving a budget. The example demonstrates addition, not a package price or a claim that every employer needs all three services. The total project cost cannot be calculated until the remaining responsibilities and quotes are known.
Separate elapsed project time from consultant capacity
An implementation may run for several months, including six to seven months or longer depending on the project. Elapsed time does not establish how many consulting hours are included. Monthly implementation support remains a project engagement with defined capacity; it is distinct from fractional HR leadership.
Agree on phases, meetings, milestones, billing, and dependencies. If the vendor changes a launch date or the client delays approvals, review the schedule, reserved capacity, and fees before extending support. Additional months do not imply unlimited assistance.
Budget for acceptance, testing, and handoff
Identify representative workflows to test, the people who approve results, and the evidence required for a launch decision. The client approves settings, migrated information, and payroll readiness; the vendor performs its contracted technical work. Consultant configuration and integration work are included only when expressly scoped.
Define post-launch coverage, unresolved issue ownership, administrator instructions, and where recurring support moves after handoff. Use the implementation checklist to review readiness and the founder’s prior implementation experience for operating context.
Frequently asked questions
Does Holt publish one fixed implementation price?
No. Implementation project support is custom-quoted around modules, phases, deliverables, responsibilities, support capacity, and post-launch coverage.
Can we improve our current system instead of replacing it?
Yes. Holt offers existing HRIS optimization at $1,500–$4,000 for agreed modules and workflows. New modules, integrations, and substantial data cleanup are separately quoted.
Does readiness support include migration execution?
Not automatically. Readiness prepares the plan, inventory, process requirements, and responsibilities. Migration execution and ongoing project management require an agreed implementation scope.
Are vendor delays automatically included in a monthly consulting fee?
No. The proposal defines capacity and schedule assumptions. Delays trigger a review of the timeline, reserved support, and fees before work is extended.
