Solve one defined policy problem

This service fits employers that need one new policy or a revision to an existing policy without commissioning a complete handbook. Common subjects include attendance and call-ins, timekeeping corrections, PTO requests, reporting concerns, and manager documentation.

Each project begins with the decisions the policy must communicate: who it covers, how the process works, who approves exceptions, where employees go for help, and how managers document follow-through.

What is included

  • Discovery consultation for one agreed policy subject.
  • Customized policy language matched to the employer’s stated practices.
  • Two revision rounds.
  • Implementation guidance for a new policy, including communication and ownership considerations.
  • A written scope identifying locations, responsibilities, deliverables, and any separate work.

A policy and a complete operating system are different projects

An attendance policy can explain notification expectations. A complete call-in system also needs a reporting channel, escalation steps, coverage ownership, a tracking tool, and manager training. Those connected processes are quoted separately when needed.

Related services include HR forms starting at $200 per form and SOP development starting at $500 per process. Review the full infrastructure services and pricing.

Review, approval, and implementation

You supply the existing policy, relevant practices, work locations, and an authorized decision-maker. Holt drafts or revises the agreed document and highlights operational questions. The employer approves the policy and remains responsible for employment decisions.

Legal interpretation and final legal review are separate. We identify matters for qualified counsel rather than promise that a policy alone ensures compliance. Read our policy review guide and PTO policy planning guide.

Planning your engagement

Know what to expect and when.

Typical planning ranges for standard engagements. Your written proposal confirms capacity, milestones, review rounds, and delivery dates before work begins.

One policy, form, or defined toolkit

5–10 business days

To an initial draft after the scope and required information are confirmed. Review rounds follow the agreed schedule.

Timing begins once the agreement and any required deposit are in place, materials are complete, and required discovery or interviews have occurred. Client feedback, additional locations, legal review, scope changes, and vendor schedules may extend the timeline. Business days are Monday–Friday, excluding holidays.

Relevant leadership experience

Attendance expectations connected to follow-through

In a prior healthcare leadership role, clarified expectations, reporting processes, manager coaching, and attendance analysis accompanied a reported decline from about 14 to 3–5 weekly call-ins. This was a broader operating improvement, not the effect of a policy alone.

These examples come from the founder’s prior employed leadership roles, rather than Holt client engagements. Reported outcomes reflect wider implementation and operating conditions; future results vary.

Questions before you begin

Custom HR Policy Development and Review FAQs

Can we purchase one policy without buying a full handbook?

Yes. New policy development starts at $350 for one agreed subject. Review and revision of one existing policy starts at $250. This is useful for a defined need such as attendance, PTO requests, or timekeeping corrections.

How many revisions are included in a policy project?

Custom policy development and individual policy review include two revision rounds. We first confirm the subject, covered workforce, operating decisions, and authorized approver so the draft reflects your actual practices.

What is included in the Policy Essentials package?

Policy Essentials starts at $1,500 for five standard policies on agreed subjects, discovery, two revision rounds, and a rollout checklist. Complete handbooks and multi-state adaptations are separately scoped.

Does an attendance policy include a complete call-in system?

A policy defines expectations. A complete attendance and call-in system also connects reporting channels, coverage ownership, escalation, tracking, and manager guidance. Those workflow and implementation components require a separate agreed scope.

When will we receive the first policy draft?

For one standard policy, allow 5–10 business days to an initial draft after the agreement, required deposit, complete information, and discovery are in place. Review rounds and approval follow the agreed schedule.

Connect a policy with its operating process

A policy establishes expectations. A workable procedure explains who receives requests, approves decisions, records events, and follows up. Define whether the engagement needs a document alone or a connected workflow with forms and training.

Responsibilities and scope

Provide the existing policy, actual practices, locations, owner, and intended change. Leadership approves decisions; appropriate specialists review legal or technical questions. Broader implementation and additional subject areas require their own scope.

What useful progress looks like

Test one realistic scenario before rollout. If managers cannot identify the owner, record, exception route, and next action, the policy needs an operational handoff.
